Silly questions, but did you reboot after activating? (I'm not sure it's
required, but it's a can't hurt/might help type of thing.)
There's no limit to the number of time you can active the same PC, so you
might just uninstall Reader entirely, reinstall, and reactivate.

Have you disabled the Reader ActiveX control for IE? It needs to be enabled
for activation to work. Check your add-ons in IE and make sure that you have
enabled the ones named DASWebDownload Class, DASWebShop Class, and
DASCeProxy Class, all listed as being from Test Company (MS released the
Reader components without signing them as Microsoft Corporation, I have no
idea why!).
If you have these disabled then the activation probably won't work. Either
enable them, or remove them - removing them means that when you attempt to
activate again fresh copies can be downloaded and installed to XP and
enabled for use in IE.
