How do I change a Publisher document to 640x480 pixels and 72dpi

I sized a document to 8.889 x 6.667 inches and saved it as a jpeg at 96dpi.
This is a document that will post to a GPS system of a golf cart. The GPS
system requires 8.889 x 6.667 inches, 640x480 pixels and 72dpi.

You can resize the jpeg with InfanView, a free program.

The dpi settings really don't matter. 8.889 × 6.667 inches at 72dpi is
640 × 480, but any 640 × 480 image should work. So exporting from
Publisher at 96dpi would require the image to be 6.667" × 5".
