You will need either
-> Adobe Acrobat (with which you can convert to an EPS/PS/TIF file to import
into Publisher)
or -> GhostScript or GhostView (which are cheaper, and will accomplish the
same task - but takes a little while longer)
or -> Adobe Photoshop, which can import PDF files and export them as image
files.

Open the pdf file in Acrobat. You can then "Save As" a variety of
formats.

Depending on whether you want the entire page of the pdf or just the
part that contains images and text, your steps will be slightly
different. If you have Acro 5, and want the whole page, under File, Save
As, select tif and make it 300 dpi. You will be prompted for a file
name. If you want just part of the pdf, use to crop tool to select that
part, then Save As. EPS should be the same.
