How do I make a curved line in Publisher?

I would like to be able to define a curved line, an arc, in publisher. Not
just a straight line, and not an enclosed shape like an elipse. Is there a
way to define that kind of line?

Yes.
Insert - Picture - AutoShape - Basic shape - first icon on left, next to
last row is an arc.
