proxy machine can't connect to the net

I run MS proxy server v2 on NT4 server...this also runs IIS v4 and the
DNS server. I have never been able to connect to anything on the
external network (the internet) with it before. URLs will correctly
resolve, but a connection to the remote host cannot be estabilshed. Is
this normal? Has anyone else exoerienced this? Any help will be
welcomed.
