Multiple Proxy Servers

I hope I'm able to ask my questions correctly for all to understand.

I have two proxy servers and I want to place both servers' IP addresses in a
Host file. I also want to use a generic name in IE4.0 to identify a proxy
server. This configuration I hope, will allow me to use one assigned generic
proxy server name to access either of the two proxy servers. The other
question is does it access the first IP address each time or does it rotate
between the two IP address?
