I have a compaq laptop with Windows XP on my college
campus with a T1 connection and I want to get around the
firewall that prevents file sharing by going through my
home computer which has Windows 20000 and a cable modem.
I was told I can do this by setting up a Sock5 Proxy
Server. How do I set this up?

That's silly.

To use your "Socks proxy" you would have to physically be behind it, which
rules out doing it from the college.

Even if you rigged the proxy as an "open" proxy, your File sharing App would
still have to get past the colege Firewall to even get to your proxy to
begin with since you are on one side of their firewall and your proxy is on
the other side.
