Proxy 2.0 - Blank Screen

I've just configured my proxy server as follows:

Internal NIC: 192.168.1.13, 255.255.255.0 with no default gateway
External NIC: address provided by ISP, 255.255.255.0 gateway is the router

I've configured unlimited access on the winsock proxy and www permissions.
The LAT has only the private network address listed.

I can ping an external address and perform a tracert command with no
problem. The problem I'm having is two-fold:

1. When using the browser, I will get contacting site then a blank
screen or
2. the browser will keep trying to open a page with no success.

Any information would be helpful.

We have the same problem occur on a regular basis. We have to stop and
restart the www proxy service. We are running IIS3 and service pack 4.
