Well, your probably not going to like this, but we have had the same problem
twice because we screwed something up in IIS or Proxy. What happens is
Proxy Server opens wide and lets anyone get on the net (turn off proxy in
IE4.0 and it will get onto the Web). The reason IE5.0 appears to still be
using the Proxy Server, is because he has an autodetect connection option
that IE4.0 does not have. So, everytime you fire up IE5.0 with this option
he does an autodetect and notices the Proxy Server is not functioning and
overrides the Proxy settings and goes straight out to the web.
Unfortunantely, Microsoft was not much help to us and we ended up removing
and reinstalling IIS and Proxy Server. I am sure there is another way to do
this, but we have not found it yet.
