I need to mix worked days and calendar days.

Example: First task is writing the specification, takes 7 days. So
it starts on a Monday and ends on Tuesday of the following week; fine
so far. Second task is a 30-day comment period, as in 4 weeks and 2
days, that is, 30 days by the calendar, not work days... but Project
makes it into six weeks (42 days).

How can I express this in Project? Thanks in advance for any
assistance!

Use elapsed time. You would enter the duration as "30 edays" rather than 30
days.
