Is the only process really to save the old plan on say the Sharepoint Site
and then upload the plan via Enterprise loading to the Archive Server?
Or is there more to it then that?

There is no default method to archive completed projects. Refer to the
following FAQ for a process to archive completed projects in the Project
Server database:

http://www.projectserverexperts.com/Shared%20Documents/ArchiveCompletedProjects.htm

Hope this helps.

Thats interesting, but over time wouldn't the database become overloaded with
information. I was thinking of a third server [DEV, PRD, ARCH] to extract or
import the schedules as well as resources from PRD to ARCH server. This way
the old information can be deleted out of PRD, but still mantained and
useable in ARCH.

Some organizations require that all the info remainin in the Project Server
database, which can make a very big database. Given your concerns, you
might want to look at the following tool for automatic archiving:

http://projectmadeeasy.com/archive.htm

Hope this helps.
