Help! Each time I open the Task Updates for Approval view it displays a date
range that starts years ago! Right now it starts at April 21, 1999. I have to
manually change the date range to something current or scroll over to the
current period if i want to see Actuals.

How do I set the start date to DEFAULT to a more current date ????

The page responds to the data it receives. I suspect that if you look at the
projects, you have a project with a bad date in it.

If an enterprise project contains a very long-Duration task, spanning
months, quarters, or even years, the Task Updates page will always default
to the Start date of that long-Duration task. This is the default behavior
of the tool, by the way. Does this explain your issue? Let us know.
