Project Server Installation Error

I am installing Project Server on a Win2K server and
during the Sharepoint Team Services install I receive the
error:

Run-Time Error 76: Path not found

I tried the fix suggested in KB article 323024 with no
luck. I still receive the same error. I have since
removed the most recent service packs in order to test
that scenario. Neither of those attempts were
successful. If anyone has any suggestions I would be
greatly appreciative.

The Runtime Error 76 indicates a conflict with FrontPage 2000 Server
extensions installed on your server. In order to rectify this problem you
will need to:

1) Go to Control Panel and run the uninstall from SharePoint Team Services
2) Open a command window and type "iisreset /stop" without the quotes
3) Navigate to Program Files\common files\microsoft shared\web server
extensions\50
4) Delete the contents of this folder
5) At a command prompt type "issreset /start" without the quotes
6) Verify that the database has been removed in SQL Enterprise Manager
7) Manually remove and virtual web folders installed by STS in Internet
Services Manager. It is especially important that you have remove the
MS_ProjectServer_PublicDocuments
8) Reinstall STS
