When inserting a new text box, is there any way to force it to the center of
the slide? I want teh center of the text box to center on the page. I have
tried the POSITION tab of the format text box, but centers teh top left
corner of the text box.

Or have I discovered why there are slide layouts with predefined text
placeholders?

Click on the textbox,
then on the bottom toolbar, click Draw > Align or Distribute > Relative to
Slide.
Click Draw > Align or Distribute > Center.
Click Draw > Align or Distribute > Middle.

Do the following:
1. Select "Draw" menu from the "Drawing" toolbar (usually on the bottom
left-hand corner).
2. Select "Align or Distribute" | "Relative to Slide" menu item.
3. Select the text box.
4. Select "Draw" | "Align or Distribute" | "Align Center" menu item.
5. Select "Draw" | "Align or Distribute" | "Align Middle" menu item.
