In PowerPoint, if you want to move objects the smallest increment possible, use
both the Control Key + Arrow key. This should be independent of whatever else
you set up elsewhere.
However, the setting you are probably after is the grids and guides. In XP it is
under <View, Grids and Guides>. I presume it is in a similar place in 2000.

I believe if you hold down the CTRL key the movements are smaller.
Also double check you have the "snap on grid" turned on. See the "Draw" menu
for the the Snap grid feature.

Yes, you'd want to turn it *off* to be able to move in smaller
increments.
