If you link data from Excel to the datasheet of an MSGraph chart, the link is
only updated when you activate the chart by doubleclicking it.
If you want the chart to update automatically when opening the presentation,
create it in Excel then Paste Link it into PPT.
If that's not the problem, supply a few more details. PPT version, whether the
link points to a local or network drive, etc.

I'm not sure what to suggest then. While paste/linking is supremely wonky in 2007,
it does seem to work. Eventually.
Here's what I'd do:
Create your chart in Excel then select it, or select an already created chart.
The Excel workbook must have been saved at least once.
Use the Move Chart button to move the chart from the worksheet to a separate chart
sheet.
Click on or near the outside of the chart so you've selected the plot area.
Press Ctrl+C to copy.
Switch to PPT
Choose Paste Special, click Link. If Link isn't available and/or the only option in
the paste type list is something silly like "Unformatted text", stop. Cancel. Go
back to Excel and select/copy the chart again. Bugs at work. NOT your fault.
Sometimes you just have to go through all the clicklyclicky twice.
If all went well, you now have a linked chart. Save the presentation.
Now when you modify the data in Excel, the Excel chart will change automatically.
When you save that then open your PPT presentation, it should offer to update links.
