well to draw a circle one has to depress the shift key while drawing using
the oval button on the drawing toolbar, right?
so is there a key that i can depress so that i can draw a semi-circle in a
similar way?

It is a basic feature - and it isn't there, I'm afraid. One workaround,
is to use the graph applet - as follows:

1. On the Insert menu, click Microsoft Graph.
2. On the Format menu, click AutoFormat. Click Pie, and then click
option 1. This should be a 2-D pie chart.
3. On the View menu, click Datasheet.
4. Clear all cells, except for A1 and B1. In each of those cells type
the value 50.
5. Exit Microsoft Graph.
6. Select Copy from the Edit menu
7. Insert a new blank slide, then select Paste Special from the Edit
menu. Click Picture, then click OK.
8. On the Draw menu, click Ungroup. You see this message:
This is an imported object, not a group. Converting it to a
PowerPoint drawing will discard embedded data or linking
information. Convert to PowerPoint drawing?
Click OK.
You now have 2 half circles on the slide. Choose the half circle you
want and copy it to the appropriate slide.

Then, to save yourself all this trouble in the future, keep one copy of
the page with the semi circle on it in a separate file that you can
insert into any future presentation.
Of course, if you have access to a more advanced draw app, such as
CorelDraw, you could create a semi circle object, save as WMF and keep
that on file.

I forgot: I think that PPT V4 double clicking an arc displays handles that
allow you to drag it out to a semi circle

With this new OLR, if I want to see something in the Reply window, I have to select it, first! Which is nice, in a way. And the behavior for CC is 100% consistent...

Lessee, you went into the Message menu, selected "View Service Lists"
and subscribed to the newsgroups, right? There you can select whether
you want to subscribe to the full service (headers + body) or just the
headers (which is what I do for most groups). Connect and get all those
headers. Go through them, and when you see one you want to "get", press
> (or Message/Fetch Full Message). That should put in red arrow next to
the header and it should pick up the body on the next Connect pass.
