The font file determines the type and width of a character. You can make it
a bit thicker by using "bold", but there is no setting inside PowerPoint to
make the line dotted. Study the catalogues of font distributors and buy a
dotted font. But please consider, that it will reduce readability on your
slides.

Other than special fonts as Ute mentions, no. At least not in PPT 2003 and
previous.
But you can set the fill and outline of text independently in 2007 and give the
outline any settings you can give other lines.
In other words, in 2007, you can do just what you're after.
Another approach would be to use a drawing program like CorelDraw or
Illustrator to create the text then save it to EMF and bring it into PPT as a
graphic.
