If you have an animated GIF, you can just insert it directly, using Insert,
Picture, From File. Put the presentation into slide show view to see it
animate.

PowerPoint doesn't display bits of HTML code, but you can cobble up a web page
with the needed code to display your GIF, then add the page to a PPT slide
using Shyam's LiveWeb add-in. Free, on http://skp.mvps.org
