I have an image in powerpoint that I want to shake slightly when I mouse over
it.

When I right click the object, I go to the action settings menu but the
object action radial button is greyed out. It seems my only choices are
"hyperlink to", "run program", "play sound" or "highlight when mouse over"

What am I doing wrong! HELP!

It sounds like you want to "trigger" an animation on mouse-over. Animation
triggers are only available for mouse-clicks.

See: http://www.pptmagic.com/articles/dynamicppt.htm

for some alternatives on mouse-over effects that are supported.

Your best bet is either the tutorial on mouse-over effects or Chiraq's
mouse-over demo. Create the animation effect on a separate slide and have
the mouse-over link to it.

Thanks. Now at least I know I'm frustrated with the software not my lack of
knowledge!
