Weird PowerPoint/Animated GIF Bug?

I have encountered a very weird bug of some sort which narrows down to
PowerPoint 2000.
My animation consists of 156 image layers (produced by Ulead
Animator. Each layer consists of only six collered donts on a
transparent background. Eacy layer is to be presented for 10/100 of a
second before it disappears and the next layer is activated. The
simulation is that of planets revolving around the sun as viewed from
the earth, so all the simulation is supposed to do is demonstrate
planetary motion.
The animation works fine when viewed with Internet Explorer and with
Netscape Navigator. With PowerPoint, however, the animation works only
after it has been running for 15 minutes. That is, it takes 15 minutes
for the animation to get "in-sync". Once in-sync, I save it, but the
next time I bring up PP from scratch, it has to get back in-sync again.
What do I mean by "in-sync"? When the animation starts, it is as if
the layers are shown in some random order and it takes PP 15 minutes to
figure out how to show them in sequence. Since there is considerable
time delay between one layer and the other, I surmised that maybe PP
was delaying properly but not displaying intermediate layers. This
would give the appearance of randomness.
But after the 15 minutes of "start-up time" the animation runs like
it was designed to run.
Obviously I can't have an audience sit for 15 minutes while the
animations is deciding how to work properly, unless I schedule a coffee
break at that point.

This is a known problem. The funny part is that PPT plays the GIF to fast.

SYMPTOMS
========

If you insert an animated GIF (Graphics Interchange Format) image into your
presentation, Microsoft PowerPoint may appear to drop frames during playback
of
the GIF when you view your presentation in Slide Show.

CAUSE
=====

PowerPoint uses Windows VGXDirectAnimation API technology to play the
animated
GIF images.

PowerPoint appears to drop frames or play some animated GIF images much
faster
than a Web browser because most browsers do not use VGX for playback.
Browsers
slow down the frame rate for animated GIF images which have frame rates that
are
higher (faster) than needed. Many animated GIF authors create images that
use
the smallest possible frame delay, about one one-hundredth of a second, to
get
smoothly animated movies; however, this is faster than the eye can perceive.
When you play the animated GIF in a browser, the browser lowers the frame
rate
to make playback slower. Because PowerPoint does not do this with animated
GIF
images, it tries to animate as fast as possible, and frames appear to be
dropped.

RESOLUTION
==========

To resolve this problem, reduce the frame rate of the animated GIF image by
setting the speed to one-fifteenth or one-tenth of a second. You must do
this
using animated GIF editing software. If you have animated GIF editing
software,
please see your documentation for how to set the frame rate of your animated
GIF
image.
