Hold down the alt key while you type 164. Release the Alt key and you will

You have to type the numbers on the numeric keypad. That can be a bit
tricky on laptops.
And if you forget the magic number later:
Click within the text where you want the character, choose Insert |
Symbol and pick the symbol you want to insert.
Or use Windows Character Map (in XP, Start, Programs, Accessories,
System Tools)
