When I bullet a list, Powerpoint 2003 is applying the second line indent to
ALL the paragraphs in the text box, even those that aren't bulleted. Even if
I select individual paragraphs and change the indents, it still applies them
to the whole text box. I've tried reformatting in Word and pasting, but this
doesn't work either. Am I missing something?!

What if you select the whole box -- or all the text in the box -- and fix
the bullets? (Press Ctrl while dragging the lower indent marker to align it
flush with the marker on top.)

PPT 2003 applies indents on a "whole textbox" level. It's not like 2007,
where you can have different indent settings for each line.

Thanks for the suggestion, but no, it doesn't work.
Can it really be the case that you can't format paragraphs separately in
Powerpoint 2003? This seems to be a really fundamental defect.

Oh, I should clarify. Yes, that's how it works in 2003.

You can have more than one level of indent, but the indent settings apply to
the whole textbox. So, all the first level bullets are all indented in the
same place in the textbox. The second level bullets are all indented in the
same place. Same for all the other levels of text down the line.

Yes, that's how it works in 2003 and prior.

... and previous, but not in 2007, where each paragraph can have its own
settings.

Tab stops too ... they apply to the whole text box in 2003 and prior but are
per-paragraph in 2007.
