If the slide design has a background image fill then "omit master background
graphics" won't remove it. Choose your own background color in the drop down
in this instance.

If I understand what you want to do correctly, you want each slide to
have a different background picture. The easiest thing to do is in that
same Format > Background menu. At the bottom of the dialogue box, click
on the pull down menu (right above the check box for Omit background
graphics from master). Choose Fill Effects. Click on the picture tab and
select Select Picture. Alternatively, you could add a picture the normal
way, select it, and choose Draw > Order > Send to Back.
