Before, when I needed a playlist, I used the Windows command:
Click Start, point to Programs, and then click MS-DOS Prompt.
Change directories to the folder that contains the media files for which you
want to create a playlist.
Type dir /b/on>playlist.m3u (to write the file names to the playlist in
alphabetical order), and then press ENTER.
The problem is that since it is a DOS command, it does not see my "Mobile
Device" as Windows see it.
Is there a way I can generate a playlist in some other way?
I know that if the phone could be recognized in MSC mode instead of MTP mode
I could just change drives and use the DOS command but I don't know if you
can force the HTC to connect in MSC mode.

Usually you would create the Playlist on the PC as normal, in windows
media player - then Sync the playlist and file contents using the Sync
tab in media player, with the device connected. That *should* adjust
the paths to be appropriate for the device when it receives the
modified playlist and files.
