Is there a environment variable for 'start menu'?

On my WM6 device , there are two 'start menu', one is the english 'start
menu' ,the other is a Chinese one. Everytime when I made a shutcut for a
program in the setup CAB, I could not be sure which 'start menu' to be used.
If there is a environment variable for the 'start menu' which is actually
used, such as "$Start munu$", then I need not consider the actual form of
the 'start menu'.

Within the INF file used to build your CAB file have you tried using %CE11%
(as documented on MSDN at
http://msdn.microsoft.com/en-us/library/aa924450.aspx?

%CE11% should equate to \Windows\Start Menu or the equivalent path for your
localised device.

As an example of how to use these strings take a look at the sample on the
