dotnet MIDL compiler fails to generate .tlb for DownloadMgr.idl

I'm trying to write a DownloadManager (program supporting IDownloadManager)
for IE 5.5 + in dotnet. While I was able to find both the MSIE 5.5 and MSIE
6.0 libraries on Microsoft's site

the MIDL compiler failed to generate the TLB

Some of the other IDL files succeed, some generate errors, others, like this
one, no output.

I need the TLB so I can reference it in my dotnet app.

As I said, I'm using the dotnet RC1 MIDL compiler, which may be the cause of
the error. Could someone, anyone, tell me what is wrong, or ... run this on
your machine and send me the DownloadMgr.tlb.
