Error 633: The Modem... with XP Embedded

Hi. I have a big problem:
I built a OS with XP Embedded and I think I added the necessary components,
but when I try to connect the system return the message Error 633: The
Modem...

I tried the modem with HiperTerminal and Diagnostic Toolo of Device Manager
and the modem work correctly..

I don't know which are the missing components.
I ask your help.
