LSP not loaded by inetinfo.exe or svchost.exe

Hi,

I am having LSP (xxx.dll) that works fine on Windows XP SPx.
I am using it to parse http requests to detect http attacks.
But on windows server 2003,
neither World Wide Web Publishing Service (svchost.exe) nor
Inetinfo.exe loads xxx.dll.
So LSP dont receive any http request directed to IIS.
What could be the cause to this problem?
