That error is supposed to have a bit more data in it, a file name and an
error number.

It sounds like it might be a permissions problem, some thing lije the SYSTEM
account not having write access to the Windows or Windows\installer
directories.

I'd use SysInternals "process monitor" to get a better idea why it is failing.
