PIDKEY Install Condition

Hi,
I'm wondering if anyone can answer this:
I have a setup project where on some of the file's properties I've
specified the install condition to be
PIDKEY="111"

According to Microsoft -- if this condition evaluates to true -- then
the file will install. Otherwise it won't. So when I type in 111 as the
Serial on my CustomerInformation Dialogue -- that would allow me to
install the specified files. Theoretically, I could have different
files install depending on the what serial number I enter.

Anyway -- it works fine on Windows2000 and XP but for some reason when
I type 111 as the serial on Windows 98 or Windows ME -- the condition
is evaluated as false and the files with this condition do not install.

As a side note -- if i remove the condition -- the files install just
fine, and if i use orca to force the PIDKEY to have a specific value --
that works too, only that doesn't provide the dynamic functionality
that I'm looking for.

Any Ideas?

Try creating a verbose log, check all occurances for the properties
value in the log and look at the component bits. Perhaps it starts/ends
with a space etc?
