It is a custom action. So only the vendor who provided the installation kit
will know details. Certain custom actions can be extracted out of the MSI
and decoded. But I will suggest that you contact the vendor for a
resolution.

Maybe you don't have the .NET framework installed, I believe that's what DIRCA_CheckFx looks for.

I initially created this msi setup project with .NET 2002
without any custom actions and didn't have any problem
installing it on Windows 2000 machine. After I upgraded
setup project to .NET 2003, still without any custom
actions, and now I have problem installing this msi file
on Windows 2000 machine. Since I didn't add anything to
custom action, I don't know where to look.

Any help is appreciated.

Did you see the other comment posted. It might be to do with the .NET
Framework not being installed(correctly).

.NET Framework 1.1 was showing in the Add/Remove
Programs. Anyway, I uninstalled .NET Framework 1.1 and
reinstalled it and still get the same error when I tried
to install the msi file.
