Merge module for html help?

I have a product that has to include the html help runtime. I'm looking
for a merge module for it rather than building my own from hhupd.exe.

I've seen references to hh.msm in Microsoft documentation, but I've been
unable to locate this module. Does anyone know where I can get this? Or
is there another recommended way of dealing with html help?

One of the ways you can deal with this is requiring IE 4.01 or above - it includes HTML Help.

You don't really need a merge module for hhupd.exe. You just need to run it, so typically it just
needs to be a custom action where you run it from the binary table, conditioned on the IE level.

Nice, except that I don't have that SDK and Microsoft isn't shipping it.

I know, but this doesn't help much. MSoft isn't shipping that SDK. Is
this the only place this module has been released?
