IMessage::SubmitMessage + Ms Outlook + Ms Exchange

Hi to everybody, I'm building a software using a library that sends e-
mail through Ms Outlook via MAPI. This library uses
IMessage::SubmitMessage to submit messages to Outlook that is
configured with an Ms Exchange account. In this configuration, when I
send mails from my software the e-mails are sent immediatly they
aren't put in the "Outbox to send". I've noticed that changing the
"Send immediatly when connected" Outlook option has no effect. Is this
a "by design" behaviour?

In the test case we are using Windows 2003 server (sp2) + Exchange
6.5.7638.1 + MS Outlook 2007 (sp2).
