Where are the language-specific resources for IE 6.0?

We are working on a browser helper object (BHO) for IE 5.5 and 6.0. We need
to match certain menu strings exactly, and it seemed like the best way to
get those for all languages was to look at the resource-only DLLs, or
whatever IE uses for localized resources.

I've done some searching (both on my machine and via Google), but I can't
find any information as to where these resources are located.
Does anyone have any information on this?
