Additional language pack for Windows

HI,
I am a new programmer and I am looking for an easy way of creating
additional language pack for Windows (2000).
My language is Unicode only language (Sinhala). How can I do this with
out creating a new OS.

You really cannot add a language pack. Thoush Sinhalese is coming for
Lonrhorn....

How popullar is Windows 2000 among Sinhala speakers?

Is it more than XP?

Are there any Windows 98 users?

Sinhala requires both new fonts and updates to the shaping engine in
Uniscribe, as well as core support updates to Unicode properties.

These changes are not available for Windows 2000.
