application_start never fires on windows 2003 64bit

Hi All we have the Problem that we have to run our 32bit Web Service (.asmx
Files) on a windows 2003 IIS 6.0! We already run the following scripts:
cscript.exe adsutil.vbs set W3SVC/AppPools/Enable32BitAppOnWin64 true
%SYSTEMROOT%\Microsoft.NET\Framework\v2.0.50727\aspnet_regiis.exe -i
to enable the 32 bit Version on the IIS.
Our Services are now up and run! But when the Application starts no
Application_start event is fired or better now event of the global.asax is
fired! Does anyone has an Idea how we can fix this? The same Application
works on a windows 2003 32Bit
