Cannot update config through IIS 6 on W2k3

Hi, I'm attempting to change a web app config setting through IIS and I get
this error.

An error occurred loading a configuration file: Unknown error "-1". (the
correct path to the config file) Unknown error "-1" Failed!
I've checked permissions on the folders, files, VP's, everything I can think
of. I restarted IIS, uninstalled and re-installed IIS, restarted the server,
and so on...
The exact same change on another server configured the same way works like a
charm.
Can anyone help?
