Can't start IIS

I'm sorry if the question seems to be a bit old. But I have done some
searches on Google which doesn't seem to be very helpful.

I have just installed IIS via Add/Remove Windows Components. Then when I
started it I got this error: "The service did not respond to the start or
control request in a timely fashion."

My World Wide Web Publishing service cannot be started either, which throws
an error saying "Could not start the World Wide Web Publishing service on
Local Computer. Error 127: The specific procedure could not be found."

After browsing a couple of websites, some suggests to uninstall KB939373‎;
however, I don't find this on my machine.

I'm using XP SP3 with IIS 5.1 installed.

Do you have a NIC installed on the XP box? or maybe it's only with a Moderm
with Dial Up connection?

If there is no NIC, you need to add Client for Microsoft Networks to the
network tab in the Dial Up properties.
