Webloc file-Can't open

I get a number of file addresses from friends which cannot open because the
programme is unknown
An example is ' Webloc'
How do I find out the programme to use?

According to Google:
The WEBLOC file type is primarily associated with 'Finder' by Apple Inc..
Similar to .URL in Windows, the .WEBLOC file in Mac OS X contains a URL
which, when clicked, opens the default browser in OS X to the URL.

So, if you're running windows, I don't know of any application that will
open the files for you but there may well be something available. Again, ask
those sending them to you; they are likely to know.

Then you'd need Safari, Firefox, or Seamonkey installed to open such files.
