I have been having problems with sending emails since april. It has been
working fine before then. I have checked all settings, uninstalled updates eg
kb932168, I have even tried mozilla thunderbird and still no success. I did
manage to restore back to march back in april and this seemed to cure the
problem but it has now come back agian and cannot restore back to march now
only june. this does seem to be a biigger microsoft problem.
If anyone can give me help on uninstalling outlook express with out losing
all my messages( running xp) to see if this helps.

Post the complete error message.

Have you taken the recommendation we've given everyone else? => Disable
email scanning by your anti-virus application. It provides no additional
protection and even Symantec says it's not necessary:

<paste>
Disabling Email Scanning does not leave you unprotected against viruses that
are distributed as email attachments. Norton AntiVirus Auto-Protect scans
incoming files as they are saved to your hard drive, including email and
email attachments. Email Scanning is just another layer on top of this. To
make sure that Auto-Protect is providing the maximum protection, keep
Auto-Protect enabled and run LiveUpdate regularly to ensure that you have
the most recent virus definitions.

The connection to the server has failed. Account: 'pop.wanadoo.co.uk',
Server: 'smtp.wanadoo.co.uk', Protocol: SMTP, Port: 25, Secure(SSL): No,
Socket Error: 10060, Error Number: 0x800CCC0E

as said before this looks the same as other peoples problems

Firstly, Wanadoo in the UK has been taken over by Orange.

AFAIK, the servers at pop.wanadoo.co.uk and smtp.wanadoo.co.uk should
still work. If not, the new names are pop.orangehome.co.uk and
smtp.orangehome.co.uk.

Orange (previously known as Wanadoo or Freeserve) only allow users to
send messages via the wanadoo smtp mail server, if the user is connected
to the internet via their own network (i.e. dial-up to Orange / Wanadoo
or Orange broadband).

If you connect to the Internet via any other ISP, the wanadoo outgoing
mail server will reject the message and you will receive the Socket
Error: 10060, Error Number: 0x800CCC0E response.

Have you changed your internet connection from Orange to a different
Internet Service Provider. If so, the following "workaround" should
overcome the problem:

You will need to ascertain the correct name of the outgoing mail server
for your new ISP. Typical examples are smtp.talktalk.net (if you have
moved to TalkTalk) or smtp.tesco.net (if you are using Tesco Internet).

In Tools/Accounts, replace smtp.wanadoo.co.uk with the name of the
outgoing mail server for your new ISP. DO NOT change the name of the
incoming mail server at pop.wanadoo.co.uk (unless you need to substitute
orangehome for wanadoo).

Does disabling Email Scanning by your anti-virus application make any
difference? If not, does leaving Email Scanning disabled and accessing
(sending from) the account in a new identity (File > Identities > Add new
identity) make any difference?

If not, see Bob Lucas' post, and see these discussions:
http://groups.google.com/groups/search?q=0x800CCC0E+%2B+wanadoo+OR+orange+group%3Amicrosoft.public.*&start=0&scoring=d
You'll find that you have quite a bit of company.

Contact your ISP or access the account via webmail.

I had this error code and spoke with representative who tried to use earlier
version of the pop3 and smtp server addresses. These worked perfectly.
Check with your ISP provider and see if they recently updated to a new
address for these inbound and outbound services. Try to use the earlier
addresses and port settings, restart your computer and open outlook express
again. If you still get error, close outlook and open once more. That did
the trick for me.

Good luck
