INTERNET EXPLORER DOES NOT LOAD

I have tried to load IE8 on my PC with windows XP and it never finished loading. Once, I left it overnight but still states updating the next morning.

and maybe that's an installer.

It's hard to be sure with these things, because I've run into "teaser"
installers that are 10MB in size (i.e. they don't do anything
except to annoy you). So I hope that file is an actual
installer, and not just a "downloader app".

I took a look inside with 7ZIP, and that looks like it actually contains IE8.
Maybe that will work for you.

After you're done with that, there is an update for it (KB2618444).
So you'll actually be downloading 26MB of stuff (plus whatever
Windows Update coughs up later).
