1.. Close OE and then In Regedit, navigate to this key:
|--HKEY_CURRENT_USER
|-----Identities
|--------{GUID}
|-----------Software
|--------------Microsoft
|-----------------Outlook Express
|--------------------5.0
where GUID is the Global Unique IDentifier for your Identity.
2.. Under that key, you will find the following sub-keys, among
others:
|-----------------------Block Senders
|-----------------------Rules
|-----------------------Signatures
Select the Block Senders Key and delete it. Blocked Senders will be empty,
but you can rebuild it now.
IMHO, message rules are a better option.

I followed the instructions to the point where is says {GUID}. That was not
under Identities.
You may have a damaged identity especially if it is the default Main
Identity. File | Identity | Add New Identity. Create a new one and test it.
If all is well, you can import your messages and Address Book from the old
identity and delete it.

If you deleted the Blocked Senders key in the correct identity, the Blocked
Senders list /will/ be empty now and you'll have to rebuild it.
If you're sure you deleted the key in the correct identity, you've rebuilt
the list and it's still empty when you close/re-open OE...
Your current Identity may be damaged, especially if its the default Main
Identity. Try one or more of your accounts in a new Named Identity (File >
Identities > Add new identity). Assuming all is well, (1) compact all
folders in the old identity, (2) import messages from the old identity into
the new one, and then (3) delete the old one (File > Identities > Manage
Identities).
To avoid such corruption in future:
- Don't use Inbox or Sent Items to archive messages. Move them to local
folders created for this purpose.
- Empty Deleted Items folder daily.
- Disable Background Compacting [not available in SP2] and frequently
perform a manual compact of all OE folders while "working offline". More at
http://www.insideoe.com/files/maintain.htm
- WinXP SP2 only: Do not shut down your machine while Windows is
automatically compacting your message store.
- Your anti-virus application's email scanning feature can also cause such
corruption. Disable it. It provides no additional protection.

Outlook Express Blocked Senders List

I have blocked hundreds of senders. All of a sudden my "Blocked Senders
List" clears everytime I close Outlook Express. What's going on. I've been
using Outlook Express for years and have never had this problem before.

I have done all that was asked. I then blocked an email received using
"Block Sender". The blocked sender was there when I went to the blocke list.
I closed outlook express and reopened it. The blocked sender list is now
blank.

NO! NOT "SUCCESS"!
NO! NOT "SUCCESS"! The blocked email senders should appear in the "Blocked
Sender List" so that they can be viewed and modified if necesary. They do
not! The list is blank. They did appear there in the past.

The Blocked Senders registry key is damaged.
1.. Close OE and then In Regedit, navigate to this key:
|--HKEY_CURRENT_USER
|-----Identities
|--------{GUID}
|-----------Software
|--------------Microsoft
|-----------------Outlook Express
|--------------------5.0
where GUID is the Global Unique IDentifier for your Identity.
2.. Under that key, you will find the following sub-keys, among
others:
|-----------------------Block Senders
|-----------------------Rules
|-----------------------Signatures
Select the Block Senders Key and delete it. Blocked Senders will be empty,
but you can rebuild it now.
