Hello ,
Microsoft ngs open instantly
but ngs from my server take 20
seconds to open .
I'm wondering if this is a server
problem or is there something I
can do to speed up the opening
of posts ?

Simplest thing to try would be just unchecking
Notify me if there are any new newsgroups
E.g. it's possible that your server doesn't support the
newgroups
command and instead is responding with a full list each time.
Unfortunately, this is not something that the OE troubleshooting log exposes.
In order to see what is really happening you would have to do a full
TCP packet trace for NNTP, e.g. using a protocol analyser such as
WireShark.
