Outlook 97 - inbox assistant is greyed out?

I was using Outlook Express and have just started using Outlook. As part of
the process of getting everything set up I would like to use the "inbox
assistant".

After referring to the help menu's this is what I have found:

· The add-in that contains the Inbox Assistant and Out of Office Assistant
features may not be loaded. For information about how to load an add-in,
click .
· If you are not connected to the server, the Inbox Assistant and Out of
Office Assistant commands (Tools menu) appear dimmed.
· Inbox Assistant and Out of Office Assistant are only available with
Microsoft Exchange Server.

I do have the add-in's loaded so I know it is not the first one.

I am connected to my ISP with DSL I believe I am always connected when the
computer is on. If this is not true please correct my thinking.

I am not familiar with "Microsoft Exchange Server", what do I need to do?

Operating system Windows ME.
Outlook 97 (installed with Microsoft Office 97 Professional Edition)

Exchange is MS's mail & collaboration server. You're probably not attached
to one so the assistants won't be active. You can try using the Rules
Wizard:
