It means that the rule actions conclude with a "Stop Processing More
Rules" action so that if a message meets its criteria none of the
succeeding rules will be applied.

Not exactly. It means that the rule contains an action, not just the "stop
processing" action.

I just tested it. The icon appears with a single action.
