Junk Mail in OUtlook

I have been trying to use the junk mail feature in outlook, to make a rule
to block a sender's mail (ie, delete it from the server before it gets to
me) but almost everything I see in outlook looks like all it does is move to
a folder once it has downloaded...is there any way to make the junk feature
or the rules recognize and delete an email before it gets downloaded?

Unfortunately not. The junk rule has to read the message to act upon it
and to read the message it has to download it.

no, outlook doesn't support deleting from the server.

does anyone know how come OE can block senders at the server level but
outlook can;t,,, anyone with any idea of when MS mmight incorporate tht
feature in Outlook....?

Probably because OE is a part of IE and Outlook is a part of office.
Different programs, different hooks.
