When sending and receiving in outlook 2002. I get the
following error:

Unable to send the message. Please verify the e-mail
address in your account properties. The server responded:
452 space shortage, please try later

I can receive mail no probs. Just cannot send. The two
messages in my outbox are very small.

Any ideas?

That means that your ISP's mail server is low on disk space and can't accept
any more messages for sending at the moment. Try sending the message later.
And complain to your ISP.

I complained to the ISP, however, they do not think there
is a problem as I also have a webmail front end which was
working fine whilst using POP i was experiencing this
problem.

The weird thing is i use two pop accounts hosted by
different ISPs and the problem affected both at the same
time, which is just too much of a coincidence for me.

Anyway it went away (about 4 hours later), came back
again for a few minutes this morning and seems to be
working okay now.

Whoever told you that there was no problem on the servers was just plain
wrong, which is not surprising - front-line support people generally have no
clue what's going on with the servers. Your logs clearly showed that the
server was responding that it couldn't send you message because it was low
on space. The fact that the web interface worked is irrelevant - that is
undoubtedly handled by an entirely different server.
