Can someone inform me how to turn on "display online status next to name"
within Tools/Option/Other Tab ? Currently my option is greyed out.

What version of Windows Live Messenger do you have installed?

I uninstalled the latest version of Windows Live Messenger because it does
not support SIP. The only chat application I now have is Pidgin which is
multi-protocol compatible.

Is Windows Live Messenger pre-requisite?

No, not in the sense that the feature you are referencing to is exclusive to
WLM. The Office Communicator uses this feature too and other chat clients
can use it too but have not implemented it yet. You can make it a feature
suggestion for Pidgin.

WLM and Office Communicator are the only chat clients that I'm aware of that
support it right now.

So, Haveing both WLM & Communicator R2 installed makes this Feature
unsable? (Person Name , To and CC )
Cause it is for me and I even checked;

To enable "Display online status next to a person name" :
HKCU\Software\Microsoft\Office\12.0\common/personamenu/enabled=1 <<
Though I think this is wrong

To enable display online status in the To and CC fields:
HKCU\Software\Microsoft\Office\12.0\Outlook\IM\EnablePresence=1
