Using right click "send to" mail recipient deletes text

When I right click a file and choose "send to", Outlook opens with an email
message with the file as an attachment.

I then type a small message and hit send.

All of the typed text is deleted somehow and the email arrives blank with
just the attachment.

This has happened many times to me and is not a fluke. It is a bug I think.
